Paper presented by Randall Forsberg at the Critical Mass Conference in Washington DC, Plenary Panel. In this article Forsberg explores some of the areas of overlap between the civilian nuclear power and nuclear weapon issues. The first two parts describe the nature of nuclear weapons and the long-term trends in the nuclear arms race. With this technical and historical perspective, the last part sets out some of the shared bases for concern about power and weapons. The article concludes with a discussion of how nuclear power plants affect the prospects for the spread of nuclear weapons and the likelihood of a nuclear holocaust.
