- This map supporting suffrage for the women of Uruguay was produced by Paulina Luisi, one of that nation’s leading social reformers and feminist crusaders. See generally Rappaport 404-06. It appears in a slim pamphlet listing the voting rights of women in more than 50 countries around the world.
Luisi was the first Uruguayan woman to earn a medical degree and became director of the gynecological clinic at the University of Montevideo’s Faculty of Medicine. She was active throughout her life in issues of public health, sex education, children’s welfare and other social concerns. She was a delegate to the first assembly of the League of Nations in 1919-1920.
Much of her energy was devoted to gaining the vote for women. In 1919, she founded the Uruguay Alliance of Women for Suffrage, which was affiliated with the nation’s National Council of Women (Consejo Nacional de Mujeres). This map first appeared in late 1929 or 1930 in a publication produced by those two organizations collecting speeches by 11 prominent Uruguayan suffragists, La mujer uruguaya reclama sus derechos poliìticos. Discursos pronunciados en la Universidad en el meetin puìblico del 5 de dic. de 1929. Montevideo: Editorial Apolo. In the first version, the Consejo Nacional de Mujeres was named at the lower left, and Alianza Uruguaya de Mujeres at the lower right.
In this version, the name of the National Council has been blacked out. Luisi had "drawn away from the National Council of Women, feeling its objectives were too narrow,” but she continued her leadership of the Uruguayan Alliance where she became its President for Life in 1926.
