- Translated Summary: Signature line for 'Chairman' is blank. Instead 'Vice-Chairman' is written in, followed by [Marek] Bitter's signature. Begins, "Only now have we been able to turn to you with an urgent call for help." Two passages are marked, emphasizing the determination to rebuild, and to integrate 160,000 repatriated Jews into the 'once colorful' Jewish community. But, even with some help from the Polish government, they cannot do it themselves. The repatriation of Polish Jews from the Soviet Union started in winter 1946.

The Jewish People’s Fraternal Order was the largest ‘national’ section of the International Workers Order (IWO) which focused on cultural awareness and celebration, mutual support especially in health insurance coverage, and anti-fascist activities. The IWO also gave particular emphasis to supporting the rights and interests of African Americans.
