Unusual Graphics/Text - Measurement:

- Notes:
- The TIME Magazine Education Program published teachers' guides, classroom maps and other materials for use in the schools. This map and the related teachers' guide relates to a political drive in 1979 to gain support from the necessary three-quarters of the states for a new Constitutional Convention, the first since 1787. The force behind this effort - and the source of the information on the map - was the "National Taxpayers Union," which the teachers' guide identifies as "a nonpartisan group of more than 100,000 members who fight for less government spending and lower taxes." The shading on the map, particularly the dark areas where the only events had been "Bills filed and awaiting action," exaggerated the alleged "Clamor" for the Convention and the likelihood of its occurance.
