- The inset map lists the U.S. as the worst offender, with 18 "Major Chemical Accidents/Incidents Reported 1986-92;" the former Soviet Union is second at 10. There is no indication how "major" is defined, nor - more importantly - any commentary on the accuracy with which such incidents are "reported" in various countries. Red is often used to emphasize the significance of fire or other hazards.
