- This poster map was intended to persuade voters to support a new Charter for the city of Oakland, California, but errors in its design make it highly unpersuasive.
The map at the top and the supporting text demonstrate that "Oakland Is Now 20% Represented in Present County Government." That is, citizens living in only 20 percent of Oakland (the shaded area) are represented on the Board of Supervisors by a resident of Oakland, while those living in the remaining 80 percent (shown in white) are represented on the Board by residents of different jurisdictions (Alameda, Berkeley and Hayward). Note that the mapmaker reverses the normal convention for graphics of this kind, in which dark or shaded areas are used to represent unenlightened, or "bad," conditions, and white to represent enlightened, or "good," conditions.
The map at the bottom and the supporting text show that if the new Charter is adopted, "Oakland Will Be 100% Represented in New Consolidated Government." That is, 100 percent of the citizens of Oakland will be represented on the new Metropolitan Council by a resident of his or her district of Oakland. But the color convention has been reversed: the use of shading to represent the desirable circumstance (local representation) in the top map has been replaced by white, which was used in the top map to represent the unacceptable condition. The repetitive and excessive amount of text on the poster adds to the confusion.
