- 5 complete pages with page 1 missing. Translated Summary: Organizer's report on working with Jewish lodges in Baltimore and Washington from October 1939 to January 1, 1940. Pages 2 through 6 relate to an investigation of problems in the lodges in Baltimore, including a financial audit, with recommendations; also material on Washington. Part of files with internal reports concerning lodges in 1938-39 and what needs to be done to improve them organizationally and politically. Report on the Jewish lodges shows disagreement, disaffection and drop off due to Molotov-Ribbentrop Pact of 1939 and difficulties of following Soviet line. Apparently written in anticipation of the 1940 Convention. On Baltimore's Jewish Lodges: "These facts show a bad condition but don't explain anything. The reason for this condition is in the minds of the members, who are convinced--And state so openly in the meetings—that they cannot build the Order in the Jewish field at the present time. That this is not true in fact we know by experiences in rebuilding English Lodge 528 in Washington; nevertheless the majority of the Jewish members hold to this opinion. They are dominated by defeatism and pessimism, engendered by objective conditions, anti-Semitism, etc., aggravated and enhanced by the vicious Campaign of the Forward. Instead of & positive fighting reaction there is a feeling of *we can 't do anything*" In some extreme cases, as in Lodge 136 in Washington, members swallow this Forward propaganda "hook, line and sinker," as it were. With this background no effective attempts were made in recruiting despite all our efforts on repeated visits to all Lodges." Also see materials on Washington's Jewish Lodges.

The Jewish People’s Fraternal Order was the largest ‘national’ section of the International Workers Order (IWO) which focused on cultural awareness and celebration, mutual support especially in health insurance coverage, and anti-fascist activities. The IWO also gave particular emphasis to supporting the rights and interests of African Americans.
